It looks like a three-row something. Not a grape harvester, as it is lacking the assemblies to capture and transport the crop. I was leaning towards a spray rig, as some local guys built similar using hydro-drive spray heads/fans, but I don't see any bulk tank on this rig. That blue tank looks like a wash/clean-up tank, but difficult to use way up there. It is possible that it could be a "hedger", used to cut back vines or even fruit trees grown on trellis.
Here's a picture of our neighbor's harvester with the fiberglass shaker loops inside, the movable fish-scale floor, and the silver elevators to lift the grapes up to the conveyor.
