George the reason your current trailer "slaps" the ball is that it is not heavy enough on the hitch when empty. Many short trailers have this issue. I have just added some weight to the tongue to stop the slap. Usually a few hundred pounds will cure the slap. I used an old combine rear weight. The weight was "T" shape so four of them set perfectly between two angle irons across the tongue frame.

Also tilt trailers are really bad about this if the entire bed tilts. They have to have the axles so far forward that the trailer is almost balanced.

I have a two Big Tex tilt bed skid steer trailers. They pull very well and do not "slap" the ball when empty. The key is they have a tilt section and a flat section in front of that. This allows them to use a shorter tilting section. This makes the trailer be better balanced when empty. The tilt is manual. The weight makes it go down. You can easily just walk up the trailer and your weight will make it lift up to flat.
