I also say manure spreader due to width and shape of lugs. Mowers did not have lugs like that, they were just a cast in bar straight across most likely halfway with some also having a center rib around the wheel. A hay loader is low power unit so wheels are narrower, only difference between New Idea hay rake and hay loader is the rake wheels are 4" bigger in diameterat 48" instead of 44" for the loader.
