Assume we are talking IH 706 w/ D-282 here. Paul could be correct, the cap vent could be plugged (not likely if correct cap is installed), filter(s)could be plugged, or the fuel return line from the pump could be plugged. The fitting coming out the top of the pump has an orifice which must be open. If plugged, the case psi builds up equal to the transfer pump psi and the pumping plungers won't take a charge. Can happen w/ dirt in system, particularily if the elastic ring for the governor weights desintigrates. I would first bleed the filters and then check the return line.
