Probably a plugged fuel line, sediment bulb, or carburetor. When not under load it gives fuel time to get in and fill the float bowl, when under load it will empty the float bowl and not enough fuel gets in the engine. I would start by shutting the fuel off at the tank, cleaning out the sediment bulb AND the screen (there should be a screen there too), then put the sediment bowl back on and remove the fuel line from the carburetor and turn the fuel back on at the tank. You should get a healthy stream of fuel, if not there is a problem in the tank or the line. If you get a good stream of fuel and still have problems there may be something plugged in the carburetor.
