I believe what they are saying is to assemble the float, needle/seat, and gasket to the upper housing.

Turn it upside down with the float resting on the needle valve, measure from the bottom (which is now the top since it's upside down) of the float pontoons to the gasket.

It will probably already be real close unless the float was replaced.

Another clue will be the "water mark" line on an old float. It should be parallel to the gasket surface when resting upside down.
