That plow is a JD disk tiller AKA one-way. In my youth I plowed many acres with a similar 8 disk JD plow pulled by a JD 530 tractor(33 drawbar HP). I think either tractor you mentioned should pull it especially if tractors have sufficient rear wheel ballast. Those plows are designed to alter cutting width due to soft or hard soil. If frt disk isn't set a little shallower than rear disk tail wheel will not stay in furrow.
