You're right about the coils = the coil with the heavy wire winding is the cutout and the light wire winding is the regulating part. As for the ceramic piece it is probably a resister of some sort and sounds like its about the same size as the resister that the ford 200 engine on versatile swathers used on the ignition system to run a 9v coil on a 12v system . Chrysler also did that. It is bypassed for starting. What it is being used for on that gen is a good question. Only thing I can thing of is if it is in the power side to the regulator it would fool the reg. into charging more because the reg. is receiving a lower voltage signal coming through the resister =but I'm only guessing
