Any nine speed was dealer or owner added. But that does look like a lever to assist with the belt pulley engagement. Does it engage and disengage the belt pulley (disc with holes next to it). That whole casting is the belt pulley gearbox.
Tractors for the most part do not have year models. Farmall H was made from 1939 to 1952 when the next model, Super H replaced it. Serial number lists show what year the unit was made. Of course 2019 cars are made from August 2018 to June 2019 or something like that.
Changes that were made within a model run were done at a particular serial number, not associated with a year model. There is also a date code on the major castings which will tell you the day the casting was poured. It may be several weeks to several months before the tractor was assembled.
