Probably low fuel flow from the tank into the sediment bowl fixture due to crud on the bottom of the tank. Drain the tank and take off the sediment bowl fixture and clean it up. Install a 1" standpipe made out of appropriate diameter tubing in the fuel inlet, so it draws fuel from an inch above the bottom of the tank, otherwise you'll keep fighting the rust and crud forever.
