I have a Jubilee and a 641. Very similar tractors. Both too fast in 1st and reverse, neither have live PTO, and neither power steering.
If I could just pick a similar sized older tractor with more features but similar in footprint to the Jubilee, it would be a Ferguson Deluxe TO35, or a MF35, or an English design Ford made 1965 or newer like a 2000 with a three-cylinder engine.
That said, I have a Deere 300 with all the nice features. Power steering, live PTO, and dual range trans. Only issue with the Deere is many parts are proprietary and it is complicated.
