First thing I would consider is system back pressure. There should be a check valve to restrict return and maintain a back pressure in the system and pump.
Have had fits with a small Cummins with the Bosch pump and found that to be the problem.
I would also consider using a seperate fuel supply to start it with and rule out a supply problem.Plug in where the tank line is at and eleiminate the tank totally and see what happens.
Are you certain the transfer pump is capable of building and maintaining a vacuum?
