8n runs rough and smokes

I have a 48 8n that I have been trying to repair without much sucess. Originally, it ran very rough and high degree of smoke from the exhaust. I had new valves and seats installed. still same. Installed new rings and oil ring plus rod bearings. still same. can't get carb adjusted for low idle. install rebuilt carb. new plugs and points, new manifold and gaskets. Still the same. runs rough mostly on low idle and smokes. Just took head back off and finding excessive oil on piston tops. Where is it coming from? Check the crank and cam shaft gears for mesh and play. Seem to be tight. Hope someone can give me some tips on where to go next.
