That tractor does not have a hydraulic motor to drive the PTO. It is mechanically driven from the back of the transmission and powered thru a hydraulic wet clutch. You need to trace the linkage from engagement handle to the control valve and make sure it moves the valve the proper distance. You can unhook the hydraulic line to the clutch and see if there is no flow, with engine running. If no flow and PTO still turns the clutch plates have been slipped and warped or the brake has failed. If it does not turn when line is unhooked, the valve linkage is out of adjustment, and you should see oil coming from disconnected line. Take off the fiberglass cover behind the cab and you can see all the components.
