Bobby, the Jubilee pto stops when you depress the clutch. It is called a non live pto. A live pto was available for a Jub; rare to find one that works.
If you do not have the live pto you really should run an override coupler. The override coupler allows any rotation pto driven mass to remain turning when the tractor stops. It is a safety device for the operation and is a whole lot easier on the transmission.
