The steering wheel with a gear reduction box built in sounds interesting. Another thing you might try is a race car supply outfit. They sell a small gearbox installed in the steering shaft to speed up steering on a race car. If installed backwards it would slow down the steering. They are small enough to fit under most sheetmetal.
