Cub LoBoy Choking

I'm in the process of rebuilding a Cub LoBoy 154 and the motor won't run unless the choke is 1/2 to 3/4 closed even when hot. I rebuilt the carburetor with a factory kit, checked the compression and all cylinders are within 10%. It starts right up so I don't think its a timing problem. Any ideas on what to check next? Does it need gas with higher octane than regu
