One more reason why Bush's original plan made a whole lot more sense than the one Congress forced on us. It's a lot easier to hold a contractor accountable than to try firing a gov't employee. A contractor can fire an employee. Too bad Bush didn't hold out for his plan, and too bad we didn't all put pressure on our legislators. We get what we deserve, I guess.
