So I guess a cop standing in a mall; deterring others from stealing; is a bad thing also. Or a cop walking a beat; deterring a mugging; is a bad thing.
The Trooper in the cross over was more likely upset you were causing him to spend more hours out there to get his ticket quota rather than sitting at the donut shop.
