Why is it illegal?
It is illegal to grow cotton in all southern states without first registering with the state ag center because of the boll weevil. The boll weevil has been eradicated from the USA other than southern Texas. To prevent re-infestation all cotton plants are monitored by the state ag center. So while technically it is not illegal to grow cotton you have to register with the state so they know exactly where every cotton plant is so they can monitor for the boll weevil. You can imagine the logistic nightmare it would be if they let homeowners grow cotton as a ornamental plant.
Sweet potatoes fall under the same thing here in Louisiana because of the sweet potato weevil. To grow sweet potatoes in your home garden you have to register with the state and allow them to monitor your garden.
