Disconnect the sending unit at the line side. If the gauge goes to normal or zero, you found the problem. Either the sender is bad or the sending unit wire is grounded. If there is no change do this: At the gauge end there should be 3 wires, gauge ground, power, and sender. Sounds like the gauge has a ground wired to the sender post. That would peg the gauge,
