I have seen a couple early 7/830s without power steering. There are several options for aftermarket units. The cheapest route might be to find a donor tractor somewhere and get a whole case unit. There are some that have been using car electric units with excellent results. Google would be your friend there. For after market tractor units charlyn seems to be the most popular, but they get spendy.
