Case International 1120 Starter Burning Out

I have a little Case International 1120. My starter has burned out twice in two months. We have had it rebuilt both times. This time we were told that the cables may not be heavy enough. We replaced them with heavy duty cables. We are going to buy a new one. We have a new battery and just before this starter bit the dust, it would drag like the battery was down.
