I don't know which person you are referring to but there are guys who were wounded so bad, they have been in a hospital ever since! They deserve to be on that wall! Brown water Navy have always qualified for Agent Orange benefits. Blue water Navy now qualifies (Certain ships). I won't go on about the VA but they are getting better with claims. I know a few years ago 3 names were added to Ill. Vietnam Memorial I think they had been in Walter Reed since the 1960's. HTH Led (1968 Tet Survivor)
