How does a school district can get so far in debt? Primarily gross mismanagement (obscured by reporting trickery and poor oversight by the state) over the past several years. But also by declining enrollment, a sweet union contract and way too many highly-paid, non-performing "administrators".
And yes - our property tax burden here in NY is obscene.
