I have applied pressure to the tank. It seems to help or at least it makes you feel like you did something. There is a port on the back side of the pump with a 5/8 head on it to let it fill. Keep trying! They are the hardest diesel to get started that I have ever seen! I always hook jumper cables to it to save the battery. Just do short trys and don't get the starter hot.
