They do pay the tax in the rent, just that the landloard cannot raise the rent to cover it so it is like taking a cut in your paycheck to pay for something you do not want. It is just anouther cost to maintain that property you cannot recover. If that tax increase could be recovered in raised rent then the landowner would be making the same money on his investment but you try to raise rent you cannot do that and keep a renter even if rent prices are fixed by goverment the way they are at places.
