NGK makes a spark plug similar to the old Spitfire plugs,I'd try a set of those and run the tractor some hooked to something like a disk.Dump in some Marvel Mystery oil and Seafoam.Might free up the rings and the tractor might run OK to use as a loader tractor worth a try.Loader tractors a lot of time are idled around and not ever pulled hard and will foul up the plugs.
