I worked for a company the put up transmission lines. All bucket trucks had holding valves. I'm not quite sure if that's the same as the check valve you're talking about. A holding valve takes pressure from the control valve to unseat it and let oil pass. If there is a small leak inside the cylinder, it can only move a small amount because of the difference in the volume of oil on each side of the piston but, it takes two holding valves per cylinder to work.
