I don't think I would change anything without determining what goes where. It might make it easier on us if you would mark the picture where each hose goes. Myself I would be inclined to believe there is an issue with the control valve itself. Surely it worked like that at some time or another.
I have a tractor I took the front loader off because slowly the control valve deteriorated to the point where you couldn't raise the bucket at all. Right before it went out you had to keep one hand on the control valve holding the bucket up in order to drive the tractor around.
