Are you 100% dead sure you have it timed correctly . One of my friends pulled a pump off a 966 one time and when he put the new pump on he had the same issue of hard starting low power and he had it 180 out and it would start. he played with it and played with it . He kept insisting he had the pump on correctly . This was on one of his friends tractors . Finally i had to go over and i pulled the valve cover and yep it was timed on #6 perfect . Pulled he pump back off and put her on #1 and we had lift off . That was the second time i had to go bale his donkey out when he was being a know it all. So pull the valve cover off and make sure #1 rockers are really at TDC then set you engine to the degrees and put the pump on . Make sure you have the valve set done correctly , then if it is hard starting then you have and issue with valve recession and causing low compression providing you have the correct piston and sleeve kit in it , if you got by mistake say a 436 kit then no she will not hav e the compression to lite and NO power .
