When you put the side cover on, did you back the adjusting screw out some?
If not, it may be holding the cover away from the housing.
Also check the cover for flat. If the screw was over tightened or the cover was tightened down on a thick gasket, it may have warped the sealing surface.
You can lap it on a piece of sand paper on a flat surface, like a piece of glass.
I would use a thin paper gasket with sealer, Pernmatex or similar.
Many of the old steering gears are prone to leak oil. Cornhead grease is sometimes preferred, it is a simi-fluid grease, thin enough not to channel away from gears, but thick enough not to leak.
