I would guess that it’s for there protection. Some of the people on this world think of horses as the Breyer toys and “My little Pony” from their youth. Horses are a living breathing animal and can act and react on their own. I used to help a couple show reindeer during the Christmas season and the citiots have no concept of the goings on or power that animals have.
