Here's my two cents having been repairing injectors and pumps over 45 years and counting, yes, the leak can be repaired on engine but the WISE thing to do is remove the pump for a complete tear down and re-seal. While I used to repair top cover leaks I won't anymore as too many times other leaks show up soon after the cover patch job was done. Drive shaft seals, hydraulic head O ring, transfer cap O ring, Etc. all are common leak areas I see on pumps brought in for repair.
