If you have trusses on 2 foot centers I dont see where you need strong roofing steel up there. I wonder what gauge the garage liner was? 32 gauge? The plastic sounds interesting but will it sag with time? In any case a tight vapor barrier is a must to seal out all drafts. The last shop ceiling project I did I blew in blown fiberglass insulation very deep, 24 inches in some spots. It made the shop very easy to heat. I could not believe how much easier the shop was to heat after that insulation was blown it. The shop just kept getting warmer as we kept blowing insulation.
