The best course of action is DO NOT ENGAGE. You are not going to shame them, or annoy them, into not calling. Playing pranks on them, trying to mess with their minds, blowing air horns... NONE of that is going to discourage them.
The only thing that will discourage them is if there is no answer. If someone answers, they will keep calling. They will never give up as long as you keep answering the d*mn phone.
I never answer a number that I don't recognize. If its someone I do business with regularly, I put the number in my contacts list so it comes up as a known number so I know to answer it.
When I don't know the number, I don't answer. If it's important they leave a voicemail. If it's a scammer, 99.9% of the time they don't.
Heck, most everyone I do business with doesn't answer their phones either, so why should I?
