just pull the head. that way the valves can be removed and the guides cleaned with a bore brush and lubed and put together after an inspection of everything. meaning it might be due for a valve job anyhow. plus why keep the rust and carbon in the guide to continue wearing them out, plus when they are that tight very good chance they will stick once the engine warms up anyhow. do it right. but if you dont feel that is the best thing to do see if it can be pryed up with a screw driver through the plug hole. i know i just pull the heads in these situations.
