I'd want 50 PTO HP on one with a good slow reverse gear.
I've run 78" on 42 PTO HP and it did fine.
You can take part cuts on 2nd pass in deep snow so no clutching.
1st pass you can carry the blower 8-12" off the ground, whatever the tractor will drive through as knock the height down.
Extra deep snow first pass I'd carry blow high and push into it unti revs drop, shove clutch in, wait for blower to clear, then go forward until a completely cleared spot, reverse and drop blower and clean up the section I carried blower high, lifting blower when I hit deep stuff again.
