Mating surfaces and threads need to be clean. If it is a four cylinder Ford the mating surface is the underside of the flange of the bulb so the surface under that needs to be clean in order for it to be able to seal. Also, in order for the retaining nut to apply adequate pressure on the bulb, the threads in the hole need to be clean. No sealer should be necessary unless the sealing surface is deteriorated.
