Have you looked into a deer damage permit, aka nuisance permit?
In NY state a landowner can obtain a DDP that permits taking of antlerless deer out of season if they are damaging crops, presenting threat to human safety, etc.
For example friend owns a 100+ acre Christmas tree farm. Marauding deer love to munch freshly planted seedlings which is both disruptive and costly. She has a DDP that permits herself, her boyfriend, several relatives and my son in law to harvest deer out of season whenever they get out of hand.
