GM has been working on fuel cells for decades. Since the sixties, according to this site. That they have yet to put an FCEV into production is a pretty fair indicator that fuel cell technology still isn't where it needs to be to compete with conventional batteries.
Hydrogen as a fuel is problematic: The infrastructure to support hydrogen-powered vehicles doesn't exist, and the gas has to be compressed to very high pressures or liquified to get decent range. A lot of work has been done on fuel cells that use gasoline or other hydrocarbons as fuel, but if your goal is reduced CO2 emissions, obviously hydrocarbons are not the answer.
