If the line goes from the side of the pump on a fitting to the bottom and across to the other side you have an IH RD pump. And no that line is exactly right there is a line from the filters to the other side of that fitting. The low pressure pump is on the back end of the injection pump. Will have a row of small bolts around the outside edge. They are probably 12 point heads. Simplest pum made for them. Easy to pull and Expensive to fix. They quit making them before they quit making the tractor. The other pump they used is no better since it is a Roosa-Master. I doubt it is the lines or the pump. You do need to pull the throttle wide open to start and slow down quickly as it starts. Will idle fine. I would try bleeding it and check fuel for junk in it. Also did somebody happen to turn off the fuel by some chance. with good filters and air out it should come to life really easy. Get back to me if you have more problems with it. I just swapped mine out this spring.
