Grass and weeds growing back after killing of existing grass and weeds doesn't have anything to do with the herbicide or whether surfactant was used. If the plants died, then it did it's job. Herbicides like glyphosate and 2,4D kill growing plants, they don't prevent existing seeds from sprouting. To do that you need to add some sort of soil sterilizer, and vinegar isn't going to do it. There are lots of herbicide mixes on the market that have the sterilizer already in the mix, like Roundup 365.
