My rental yard wouldn't let it go out unstrapped. And you'll run a gauntlet of yard and counter guys chewing you out if you bring it back not strapped or clean. I take some ribbing from my friends for always strapping/chaining the crap out of stuff, but I have no interest in cleaning up a load if it came loose.
