Jay, NYSP DOT Inspectors are more concerned with CMV's, true. But if you were to get into the specifics of the State laws, even in your personal pick up if the fuel cans aren't secured, you are in violation of state law that existed long before the NYS Legislature foolishly adopted the whole FMCSR. Looking back now, 12 years after retiring, there just aren't that many situation where there isn't a law of some sort that applies to something. I don't know if that's good or bad, but I lean towards the latter!
