You might want to check the primary voltage at the coil while it's cranking. That will tell the tale, having voltage with no current flowing doesn't say much. Some old Fords had ballast resistors to cut the voltage down to 4-ish volts at the coil, but they will show system voltage of 6 volts with no current flowing. Yours could have a resistor with too much resistance.
