I would look into fuel delivery problems, could be carb/float issue, weak fuel pump, line restriction, insufficient tank vent (vent line clogged or vented cap issue).
Fouling plugs and fuel octane are not related. High octane fuel burns slower, to resist knock or pinging, that's all it does. Most gasoline has ethanol now, if not added for a specific purpose, it is almost exclusively added to increase octane, the higher the octane equals more ethanol added and this doesn't have to be disclosed.
