Hard to say for sure Rust Red but I see the photo differently than you do. I think the joists are not cut at all, they just continue intact across (but above) the beam (underneath). I think he has installed blocking between the joists (which make it look like the joist is cut) and then nailed up some of those hangers between the blocking to give a bit more support to the center area of the joists.
