While I fully agree with your comments, could you imagine the problems that we would have if every vehicle on the road today was a steamer? Howard Hughes knew that steemers were not in the future. I'm sure the owner of this tractor was well aware of what COULD happen, but that didn't stop him either. While this happened over 20 years ago, I remember this incident happening like it was yesterday. I doubt state agencies could detect all defects even if they tested them yearly.
