In Iowa they require it. My buddy years ago was hauling his skid steer and was pulled over by the DOT and the only thing they could write him up for was not binding the binders to the chain with some wire. Reason behind it a DOT told me is if the chain unwinds itself it could possibly damage a vehicle in the lane next to your trailer. I'm in Iowa and I personally use a piece of wire to connect my binders to my chains. Whether truly needed or not I'll pass on a ticket.
